Kampala, Uganda — The Office of the National Chairman (ONC) has intensified its oversight of the Parish Development Model (PDM) through a nationwide network of district coordinators tasked with monitoring implementation, tracking progress, and ensuring accountability at the grassroots level.
Led by Senior Presidential Advisor and Political Assistant to the President, Hajjat Hadijah Namyalo Uzeiye, the ONC has established a real-time reporting system that monitors beneficiary selection, fund disbursement, project performance, and community impact across the country.
The initiative is aimed at strengthening transparency and ensuring that government resources allocated under the PDM reach intended beneficiaries, particularly women, youth, subsistence farmers, and other vulnerable groups.
According to ONC officials, district coordinators work closely with local leaders and communities to identify implementation challenges early, enabling timely interventions and improved service delivery. The monitoring system also provides direct feedback to ONC headquarters, helping authorities respond quickly to emerging concerns.
Officials say enhanced oversight has contributed to improved access to the UGX 1 million PDM revolving fund, allowing more households to invest in income-generating activities such as livestock farming, poultry keeping, crop production, retail trade, and small-scale value-addition enterprises.
Beyond tracking financial support, ONC coordinators are also involved in community mobilization and sensitization campaigns aimed at promoting entrepreneurship, productivity, and participation in the money economy. Women and youth groups have benefited from mentorship initiatives and capacity-building programmes linked to government empowerment efforts.
The office notes that continuous field reporting has helped identify successful projects, assess programme performance, and generate data that supports evidence-based decision-making.
As the government continues implementing the Parish Development Model nationwide, ONC officials maintain that effective monitoring, transparency, and community engagement remain essential to achieving the programme’s broader goal of reducing household poverty and driving socio-economic transformation.
The ONC says it will continue supporting the successful implementation of the PDM through grassroots supervision and coordination, in line with President Museveni’s vision of inclusive wealth creation and sustainable development.
