KAMPALA** — Parliament’s Committee on Physical Infrastructure has raised concerns over the apparent mismatch between payments made for the Busega–Mpigi Expressway project and the level of physical work completed.
During a committee session, legislators questioned why approximately **85% of the contract value** had reportedly been paid to the contractor, yet the project’s physical progress was estimated at only *47%*
The committee expressed concern that the contractor could have received payments for works that have not yet been executed and called for accountability from the implementing authorities.
Members directed officials to produce payment certificates to justify the disbursements and explain the basis on which the payments were made.
The committee also sought clarification on whether the Ministry of Works and Transport is implementing the project according to the approved original design or undertaking additional works that may not have received the necessary approvals.
Lawmakers said the requested documentation would enable the committee to establish whether public funds have been utilised in accordance with contractual obligations and to determine if value for money has been achieved on the infrastructure project.
The Busega–Mpigi Expressway is one of the country’s major road infrastructure projects aimed at easing traffic congestion along the Kampala–Masaka corridor and improving transport efficiency.
