FORT PORTAL, UGANDA — A succession dispute at the heart of the Tooro Kingdom has intensified after members of the late Omukama Oyo Nyimba Kabamba Iguru Rukidi IV’s royal family reportedly moved to the High Court in Fort Portal to challenge the planned enthronement of Prince Edward Rukidi Kijanangoma as the next Omukama.
The reported challenge involves Prince Yoweri Komwiswa, Princess Ruth Nsemere Komuntale, Queen Mother Best Kemigisa and Princess Elizabeth Bagaya, with Prince Edward Rukidi Kijanangoma and Omusuuga Charles Kayondo Kamurasi named among the respondents.
The development follows the September 9 announcement by the Babiito royal clan that Kijanangoma had been selected to succeed King Oyo, who died in the United States on August 27 at the age of 34 after a period of medical treatment.
The succession announcement immediately triggered objections from members of Oyo’s immediate family, who said the late king had left instructions concerning his successor.
Reports of the court challenge could now move the dispute from a largely traditional and family disagreement into a formal legal contest over the succession process.
However, details of the alleged court filing, including the case number, specific orders sought and the date of the first hearing, had not been independently established from a publicly accessible court record at the time of publication.
Royal family rejects Kijanangoma selection
The dispute became public shortly after the Babiito succession committee announced Prince Edward Rukidi Kijanangoma as the successor to King Oyo.
The announcement was made at Karuziika Palace in Fort Portal by Monsignor Isaiah Mayombo on behalf of the succession committee.
According to reports, the committee said it had been mandated by the Babiito clan to identify a suitable successor and had undertaken consultations and due diligence before settling on Kijanangoma.
A resolution reportedly signed by 19 members of the committee formally endorsed Kijanangoma as the next Omukama.
The decision, however, was immediately challenged by members of the late king’s family.
Princess Ruth Nsemere Komuntale, Oyo’s sister, said the announcement did not reflect the succession arrangements left by her late brother.
Komuntale said Oyo had left a will containing clear instructions concerning his successor.
“My brother did leave behind an heir to the throne, and that was very clearly stated,” she said, according to Matooke Republic.
She reportedly declined to disclose the details of the will publicly at the time, saying it was a confidential legal document.
The disagreement has since centred on whether the late king’s wishes can determine the succession and how those wishes interact with Tooro’s traditional succession customs.
Oyo’s reported will becomes central to dispute
A reported copy of King Oyo’s 2022 Last Will and Testament has emerged as a central document in the succession dispute.
Current reports say the will contains a section dealing specifically with the appointment of the king’s heir and successor.
According to a copy reported by several Ugandan publications, the document provides that if Oyo were survived by a son lawfully recognised as his biological son, that son would be his heir to the Tooro throne.
The reported document also provides an alternative succession arrangement if the son were unable to assume the throne.
Under that reported fallback arrangement, Prince Komwiswa Yoweri is named ahead of Prince Nyaika Solomon.
Prince Edward Kijanangoma is reportedly not listed in that sequence.
The existence, wording and legal effect of the will are likely to become important issues if the dispute proceeds before court.
At the same time, the existence of a will does not automatically settle questions surrounding a traditional monarchy. The parties may disagree over the extent to which a monarch can determine succession through a private legal document and the role played by established Tooro customs.
That is one of the central questions now facing the kingdom.
Babiito defend succession process
The Babiito royal clan has maintained that it has a central role in identifying the successor to the Tooro throne.
The succession committee that selected Kijanangoma was established following the death of King Oyo.
Omusuuga Charles Kayondo Kamurasi, the head of the Babiito clan, has been at the centre of the process.
Before Kijanangoma was announced, Kamurasi publicly disputed claims that Oyo had left a known biological child who could automatically succeed him.
Speaking to Daily Monitor, Kamurasi said the Babiito had not been informed of a child who could be considered the late king’s successor.
“The king had no child. I don’t know about it because we have never been told that,” Kamurasi was quoted as saying.
He also questioned the authority of the Tooro Kingdom prime minister to announce that Oyo had left an heir.
The disagreement over whether Oyo had a biological son has therefore become one of the most important unresolved issues in the succession contest.
If a biological son is formally established and recognised as eligible, the implications for the succession process could be significant.
Who has authority to choose the Omukama?
The dispute raises a broader question about the relationship between customary authority, the royal household and Uganda’s legal framework governing traditional institutions.
Tooro, like Uganda’s other traditional kingdoms, operates as a cultural institution rather than a sovereign political government.
The Constitution recognises traditional and cultural leaders, while the Institution of Traditional or Cultural Leaders Act provides a legal framework governing their institutions.
Historical disputes within Tooro have previously reached the courts.
In 2015, a dispute involving the late King Oyo and Prince David Kijanangoma led to proceedings at the High Court in Fort Portal over a planned coronation. The court dismissed King Oyo’s application on procedural grounds and advised the opposing parties to seek an out-of-court settlement.
That earlier dispute is relevant because it demonstrates that disagreements over Tooro’s leadership have previously involved both customary mechanisms and the courts.
The current dispute, however, involves a different set of circumstances and should not be treated as a continuation of the earlier case.
Government faces delicate role
The succession dispute also presents a sensitive challenge for the Ugandan Government.
Traditional kingdoms have no political power under Uganda’s constitutional system, but they retain significant cultural influence.
President Yoweri Museveni has historically encouraged dialogue when disputes have emerged within traditional institutions.
In the current crisis, government officials have urged calm as Tooro prepares to bury King Oyo.
Gen Henry Tumukunde has reportedly been involved in consultations aimed at preventing disagreements over succession from disrupting the late king’s funeral arrangements.
The government’s role is particularly delicate because intervention in internal cultural succession matters can itself become controversial.
At the same time, authorities have an interest in preventing a succession dispute from escalating into violence or disorder.
Funeral preparations continue
The dispute has emerged at an especially sensitive moment for Tooro.
King Oyo’s body was returned to Uganda after his death in the United States, and preparations have been under way for his burial at the royal tombs in Karambi, Fort Portal.
The burial is scheduled for September 12, according to reports.
The late king ruled Tooro for more than three decades after ascending the throne as a three-year-old in 1995.
His death therefore marked the end of one of the longest reigns in the kingdom’s modern history.
The succession disagreement has now cast uncertainty over what was expected to be a period of national and royal mourning.
Several senior members of the royal family had called for unity and calm during the mourning period.
Princess Elizabeth Bagaya has also reportedly supported the position taken by Princess Komuntale, while the Queen Mother remains a central figure in the debate.
Kijanangoma accepts new responsibility
Prince Edward Rukidi Kijanangoma has accepted the decision of the Babiito succession committee.
Following his selection, Kijanangoma expressed gratitude to the succession committee for entrusting him with the responsibility.
He also said he would work with others for the benefit of the people of Tooro.
His selection is rooted in his royal lineage. Current reports identify him as a grandson of the late Omukama George David Rukidi III.
The Babiito committee has maintained that its decision followed the traditional authority of the clan to select the next Omukama.
Kijanangoma’s supporters are therefore likely to argue that the committee followed the established cultural process.
His opponents, however, contend that the process did not adequately account for the late king’s reported succession instructions.
Court battle could determine next steps
If the reported High Court challenge has been formally filed, the case could provide a legal forum for addressing some of the competing claims.
The court could be asked to consider questions concerning the legality of the succession process, the interpretation and relevance of the late king’s will, and the respective roles of the royal family and Babiito clan.
However, the precise relief sought by the royal family cannot responsibly be stated until the court documents are publicly verified.
It is also not yet clear whether the court will be asked to suspend the planned enthronement pending determination of the dispute.
Those details are significant because an injunction or other interim order could affect the timing of the proposed installation.
Without a verified copy of the pleadings, it would be premature to conclude what the court will decide or whether it will intervene in the traditional succession process.
A test for Tooro’s institutions
Beyond the immediate contest over who should become Omukama, the dispute presents a significant test for Tooro’s institutions.
The kingdom must reconcile three potentially competing sources of authority: customary succession practices, the wishes expressed by a deceased monarch and Uganda’s legal framework governing traditional institutions.
How those questions are handled could influence the credibility of the eventual monarch.
A succession process broadly accepted by the royal family and Babiito elders could help restore stability after the death of King Oyo.
Conversely, a prolonged dispute could create competing centres of authority within the kingdom.
Such a situation would not be unprecedented in traditional institutions, but it could be particularly consequential in Tooro given the prominence of the kingdom and the historical importance attached to the Omukama.
The road ahead
For now, Prince Edward Rukidi Kijanangoma remains the person publicly selected by the Babiito succession committee to succeed King Oyo.
But the rejection by members of the late king’s immediate family means the announcement has not brought an end to uncertainty over Tooro’s next monarch.
The reported High Court challenge could provide the next major development in the dispute if the filing and its contents are formally confirmed.
The immediate priority for the kingdom remains maintaining calm and allowing the late king’s funeral arrangements to proceed with dignity.
The longer-term challenge will be finding a succession arrangement that can command sufficient acceptance among the royal family, Babiito clan leadership, the wider Tooro community and the relevant legal authorities.
For a kingdom preparing to bury a monarch who ascended the throne as a child and ruled for 31 years, the succession dispute has transformed a moment of mourning into a defining institutional test.
Until the competing claims are resolved through the appropriate traditional or legal mechanisms, the question of who will ultimately occupy the Tooro throne remains contested.
