Kamuntu Calls for Stronger Immigration Systems to Support National Security

KAMPALA — Minister for Internal Affairs Prof. Ephraim Kamuntu has emphasised the importance of immigration management to Uganda’s national security and administration of the country’s borders during his ongoing familiarisation tour of institutions under the ministry.

Prof. Kamuntu, accompanied by the Permanent Secretary, Lt Gen Joseph Musanyufu, continued the tour with a visit to the National Citizenship and Immigration Control (NCIC) and the Ministry of Internal Affairs headquarters.

Advertisiment

The visit provided an opportunity for the minister to familiarise himself with the operations and responsibilities of the institutions under his docket and to engage officials involved in immigration and citizenship management.

During the visit, Prof. Kamuntu underscored the critical role played by immigration services in safeguarding national interests, managing the movement of people across Uganda’s borders and supporting effective national administration.

#Immigration’s role in national security

Immigration management is an important component of national security because authorities are responsible for regulating the entry, stay and departure of people in the country.

The National Citizenship and Immigration Control operates within this wider framework, handling functions related to citizenship, immigration and border management.

Effective immigration systems can help authorities identify people entering or leaving the country, enforce immigration laws and facilitate legitimate travel and migration.

For Uganda, which shares borders with several countries in the East and Central African region, effective border and immigration management remains an important government responsibility.

Prof. Kamuntu’s emphasis on immigration’s role in national security therefore highlights the connection between efficient public services and the protection of the country’s borders.

#Familiarisation tour

The minister’s visit to NCIC and the ministry headquarters forms part of a familiarisation programme intended to give him a clearer understanding of the institutions and departments under the Ministry of Internal Affairs.

Such visits provide newly appointed or reassigned ministers with an opportunity to interact directly with technical officials and understand the responsibilities, challenges and priorities of the institutions they oversee.

The presence of Lt Gen Musanyufu during the visit also underscored the importance of coordination between the political and technical leadership of the ministry.

The familiarisation tour is expected to help the minister gain an understanding of ongoing programmes and the operational needs of the institutions under his supervision.

#Citizenship and immigration services

The work of the National Citizenship and Immigration Control has a direct impact on citizens, foreign nationals, travellers and businesses operating in Uganda.

Citizenship administration involves determining and documenting matters relating to Ugandan nationality, while immigration services deal with the movement and legal status of foreign nationals.

These functions require reliable records, effective procedures and coordination between government institutions.

The increasing movement of people across borders for business, tourism, employment, education and other purposes also places greater demands on immigration authorities.

Efficient systems therefore need to balance national security requirements with the need to facilitate legitimate movement.

#Balancing security and movement

Immigration authorities face the challenge of maintaining strong border controls while ensuring that legitimate travellers and migrants can access services without unnecessary delays.

Uganda is part of the East African Community, where regional integration has encouraged increased movement of people, goods and services among member states.

This makes efficient border management particularly important.

Immigration systems must be able to respond to security concerns while supporting trade, tourism, investment and regional integration.

A well-managed immigration system can therefore contribute to both national security and economic activity.

#Importance of institutional coordination

The visit also highlights the importance of coordination between different government institutions involved in border management and national security.

Immigration authorities often work alongside security agencies and other government departments to monitor cross-border movement and enforce relevant laws.

Effective coordination can improve information sharing and help authorities respond to emerging security and migration challenges.

At the same time, clear institutional responsibilities are important for ensuring that public services are delivered efficiently and that citizens understand where to obtain government services.

#Technology and immigration management

Modern immigration systems increasingly rely on technology to improve the identification and processing of travellers and applicants.

Digital records, biometric identification and automated systems can help immigration authorities improve the accuracy of information and strengthen border controls.

Technology can also reduce paperwork and improve the speed at which services are delivered.

However, the use of digital systems requires appropriate safeguards to protect personal information and maintain the integrity of government databases.

As Uganda continues to modernise public services, immigration management is likely to remain an area where technology plays an increasingly important role.

#Implications for national development

Immigration management extends beyond security.

The ability to efficiently process travellers, foreign workers, investors and tourists can support economic activity and Uganda’s international connections.

Tourists depend on functioning border and immigration systems when entering the country, while investors and businesses require predictable procedures when moving personnel across borders.

Similarly, Ugandans travelling abroad require effective government services relating to citizenship and travel documentation.

Improving these systems can therefore contribute to Uganda’s broader development objectives.

#Regional dimension

Uganda’s geographical position gives immigration and border management a regional dimension.

The country shares borders with Kenya, Tanzania, Rwanda, Burundi, the Democratic Republic of Congo and South Sudan.

These borders connect Uganda to major regional trade and migration routes.

The movement of people across these boundaries creates opportunities for commerce and social interaction but also requires effective monitoring.

Uganda’s immigration authorities consequently have an important role in ensuring that lawful cross-border movement is facilitated while security risks are addressed.

#The role of leadership

Prof. Kamuntu’s familiarisation tour provides an opportunity for the ministry’s political leadership to assess the performance of its institutions and understand the issues facing staff and service users.

Engagement between political leaders and technical officers can help align policy priorities with operational realities.

For the Ministry of Internal Affairs, this is particularly important because its responsibilities cover areas that directly affect citizens’ daily lives and national security.

The minister’s visit to NCIC therefore forms part of a broader process of understanding the ministry’s institutional responsibilities.

#Public service delivery

Immigration and citizenship services are among the government services that require regular interaction with members of the public.

Applicants may require citizenship documentation, immigration permits, travel-related services or other forms of official clearance.

The quality and efficiency of these services can influence public confidence in government institutions.

Clear procedures, professional staff and effective complaint-resolution mechanisms are therefore important components of good public administration.

#Looking ahead

The familiarisation tour could help the minister identify areas requiring attention as he settles into his responsibilities.

However, the specific policy decisions or reforms that may emerge from the tour were not detailed in the information provided.

It would therefore be premature to attribute particular reforms or changes to the minister based solely on the visit.

What is clear from the engagement is the emphasis placed on understanding the operations of immigration and citizenship institutions and their contribution to national security.

#Conclusion

Prof. Ephraim Kamuntu’s visit to the National Citizenship and Immigration Control and Ministry of Internal Affairs headquarters has highlighted the importance of immigration management to Uganda’s national security and public administration.

Accompanied by Permanent Secretary Lt Gen Joseph Musanyufu, the minister used the familiarisation tour to engage with institutions responsible for important aspects of citizenship and immigration management.

As Uganda continues to experience increased regional movement of people, trade and investment, effective immigration systems will remain important in balancing national security with the facilitation of legitimate travel and economic activity.

The ongoing familiarisation programme is expected to give the minister a deeper understanding of the ministry’s operations and help inform future priorities within the Internal Affairs docket.
