Kim Jong Un, North Korea’s supreme leader, remains at the centre of growing international concern over nuclear weapons development, ballistic missile testing and the future of security on the Korean Peninsula. In October 2026, his government has continued showcasing advanced weapons systems while maintaining a hard-line position towards the United States and South Korea.

Recent developments include the unveiling of an intercontinental ballistic missile at a new defence museum in Pyongyang, additional missile launches and a reported test of a new torpedo system with artificial intelligence capabilities. The developments highlight Pyongyang’s determination to strengthen its military deterrence as international efforts to resume nuclear negotiations remain stalled.

Kim, who inherited power after the death of his father, Kim Jong Il, in December 2011, has consolidated his authority over North Korea’s political institutions and military establishment. His leadership has been characterised by a combination of strict domestic political control, nuclear weapons development and efforts to strengthen relationships with selected international partners.

The consequences extend beyond North Korea’s borders. Its weapons programmes affect security calculations in South Korea and Japan, influence US military planning in East Asia and raise questions about the effectiveness of international sanctions intended to limit Pyongyang’s nuclear and missile capabilities.

Kim Jong Un showcases North Korea’s expanding weapons programme

One of the most prominent recent developments was Kim’s appearance at the opening of a new National Defence Revolution Museum in Pyongyang in October 2026.

According to reporting by Reuters, Kim toured the facility with his wife, Ri Sol Ju, and their daughter, Kim Ju Ae. The museum displayed weapons and military technologies developed under his leadership, including the Hwasong-20 intercontinental ballistic missile.

Intercontinental ballistic missiles are designed to travel over very long distances and can potentially carry nuclear warheads. A system capable of reaching the continental United States would give North Korea a means of threatening targets far beyond East Asia, although operational capability depends on factors such as reliability, payload, guidance and the ability of a warhead to survive re-entry into the atmosphere.

The public display of such weapons serves several purposes. It communicates military strength to foreign governments, reinforces domestic messaging about national defence and provides an opportunity for North Korean authorities to present weapons development as a central achievement of Kim’s leadership.

However, displaying a weapon does not independently establish that it has been fully tested or deployed in an operational configuration. Assessments of North Korea’s capabilities therefore depend on intelligence analysis, technical evidence and observations from independent specialists.

The museum visit also comes amid discussion of a possible renewed meeting between Kim and US President Donald Trump. Trump has expressed interest in meeting the North Korean leader, but interest in a summit does not mean that formal negotiations have resumed or that an agreement is imminent.

Fresh missile launches raise regional security concerns

North Korea has continued conducting weapons tests as tensions persist with neighbouring countries.

On October 12, 2026, the country launched multiple ballistic missiles towards waters off its eastern coast, according to reporting by The Associated Press. South Korean and Japanese authorities monitored the launches, which formed part of a broader series of weapons demonstrations during October.

The tests followed other reported demonstrations involving hypersonic missile technology. Hypersonic weapons are generally associated with speeds exceeding Mach 5, although speed alone does not determine whether a weapon can evade modern missile-defence systems.

North Korea has also claimed advances in missile guidance and manoeuvrability. Such claims are difficult to assess fully from public information because the government does not routinely provide the independent technical evidence needed to verify every aspect of its weapons announcements.

The country’s military activities have drawn criticism from governments that view ballistic missile launches as a threat to regional stability and a violation of applicable United Nations Security Council restrictions.

South Korea and Japan consider North Korea’s weapons development a direct security challenge. Both countries rely on military preparedness, intelligence-sharing and cooperation with the United States to monitor potential threats.

For Washington, the development of longer-range North Korean missiles creates additional demands on missile defence, strategic deterrence and regional military coordination.

The latest launches also illustrate a recurring problem for diplomacy: weapons tests can strengthen North Korea’s military position while increasing the political pressure on other governments to respond.

North Korea reports artificial intelligence-enabled torpedo test

Another significant development emerged on October 17, when North Korean state media reported the successful testing of a new torpedo system called Zam-2.0.

The Korean Central News Agency described the weapon as a precisely guided, high-speed system with artificial intelligence capabilities for target detection and guidance. The report said propulsion systems had undergone more than 180 trials over five years.

The announcement has not independently established how advanced the system’s artificial intelligence is, how accurately it identifies targets or whether it has entered operational service.

Military applications of artificial intelligence can include processing sensor information, helping identify objects, supporting navigation and assisting decision-making. The actual performance of any such system depends on its design, testing conditions and ability to operate reliably in complex environments.

For North Korea, a credible improvement in underwater weapons could complicate naval surveillance and maritime defence planning for South Korea, Japan and the United States.

Submarine and underwater weapons systems are particularly difficult to monitor because they operate beneath the surface and can exploit the challenges of detecting and tracking objects in the ocean.

Nevertheless, independent verification remains important. North Korean state media announcements are official government claims, not substitutes for independently assessed technical evidence.

The reported torpedo test forms part of a wider pattern of military demonstrations intended to show progress across multiple areas, including missiles, naval capabilities and advanced guidance technologies.

Who is Kim Jong Un?

Kim Jong Un is the leader of the Democratic People’s Republic of Korea, commonly known as North Korea, a country in East Asia bordered by China, Russia and South Korea.

He is the son of former North Korean leader Kim Jong Il and the grandson of Kim Il Sung, the founder of the state. The Kim family has governed North Korea since its establishment in 1948, creating a political system in which family succession, the ruling Workers’ Party of Korea and a powerful security apparatus play central roles.

Kim assumed leadership following his father’s death in December 2011. At the time, his relatively young age and limited public experience prompted questions about whether he could maintain the political authority established by his father and grandfather.

Over the following years, he strengthened his position through changes in the political and military leadership, expanded nuclear and missile development and increased emphasis on loyalty to the ruling party and its leader.

North Korea’s political system provides limited space for organised opposition, independent journalism or open political competition. Information about the country’s internal affairs is therefore difficult to verify independently, and reporting frequently relies on state media, satellite imagery, foreign intelligence assessments, defectors’ accounts and specialist research.

Kim’s public appearances, speeches and visits to military or industrial facilities are often used by state media to communicate government priorities.

His government presents military development as necessary to defend the country against perceived external threats. Critics, however, argue that the emphasis on strategic weapons comes at a significant cost in a country where reliable information about living standards, public expenditure and household welfare remains limited.

How Kim consolidated his leadership

Kim inherited a political structure built around the authority of the ruling Workers’ Party of Korea and the country’s central state institutions.

Over time, his government has strengthened the formal and practical concentration of power around the leadership. A July 2026 analysis published by 38 North, a specialist North Korea research publication, described constitutional and institutional changes as part of a broader effort to consolidate Kim’s authority.

The changes have reinforced the role of central leadership institutions and the principle that political and military organisations must follow the direction of the ruling party.

Leadership changes within the armed forces also form part of this system. North Korea periodically reshuffles senior officials, and such changes can serve several purposes, including enforcing discipline, addressing alleged misconduct and preventing powerful officials from establishing independent bases of influence.

In September 2026, 38 North published an analysis of changes in the Korean People’s Army high command, examining appointments and dismissals among senior military figures. The analysis placed those changes within a wider effort to maintain political oversight of the armed forces.

The military remains central to North Korea’s political identity and national security strategy. Its leadership is closely connected to the country’s weapons development programmes, which provide both a defence capability and a major source of political messaging.

The extent of Kim’s authority makes his decisions particularly consequential. Shifts in the country’s nuclear policy, diplomatic approach or military posture can affect regional security without the constraints commonly associated with competitive electoral systems.

At the same time, the secrecy of North Korea’s political system makes it difficult for outside observers to determine how individual decisions are made or how much influence different officials exercise behind the scenes.

North Korea’s nuclear strategy and international sanctions

North Korea’s nuclear programme remains one of the most difficult challenges facing international security institutions.

The country has conducted multiple nuclear tests and developed a range of ballistic missiles. Its government argues that nuclear weapons are necessary to deter attacks and protect national sovereignty.

International critics contend that the programme increases the risk of conflict, encourages an arms race and threatens neighbouring countries.

North Korea’s nuclear status has become more firmly embedded in its domestic political framework. A September 2026 research briefing by the UK House of Commons Library noted that constitutional changes in 2023 and subsequent amendments strengthened the country’s declared nuclear status and the authority of its leader over nuclear weapons use.

The international response has included United Nations Security Council sanctions targeting parts of North Korea’s weapons programmes, including restrictions involving arms-related activities, financing and specified trade.

The sanctions are intended to limit the resources available for prohibited nuclear and ballistic missile development while encouraging Pyongyang to return to negotiations.

Their effectiveness, however, is affected by enforcement challenges, cross-border economic relationships and North Korea’s ability to prioritise strategic programmes despite external pressure.

Sanctions can also have broader economic consequences, although their precise effects are difficult to separate from domestic policy decisions, trade restrictions and other structural problems.

A lasting settlement would require more than a temporary halt to missile launches. It would need to address security concerns, verification arrangements, sanctions relief and the long-term question of North Korea’s nuclear arsenal.

For now, the gap between Pyongyang’s insistence on maintaining its nuclear capabilities and the longstanding US objective of denuclearisation remains a major obstacle.

Russia and China strengthen North Korea’s international position

North Korea’s foreign relations have become increasingly important as Kim seeks to reduce his country’s international isolation.

China remains North Korea’s most important neighbour and a major economic partner. The two countries share a border and have a long history of political and strategic cooperation, although their interests do not always align.

In June 2026, Chinese President Xi Jinping visited Pyongyang, where discussions and public engagements highlighted the relationship between the two governments. The visit was widely viewed as an important diplomatic development amid shifting regional security dynamics.

China has an interest in avoiding instability on the Korean Peninsula, including a conflict that could trigger a refugee crisis or increase the regional military presence of the United States.

For North Korea, maintaining ties with Beijing provides diplomatic support and an important channel for economic interaction.

Russia has also become a more significant partner. Relations between Moscow and Pyongyang have deepened amid Russia’s war against Ukraine, with Western governments raising concerns about military cooperation between the two countries.

The UK House of Commons Library’s September 2026 briefing identified North Korea’s expanding cooperation with Russia as an important factor in the country’s international position.

The relationship has implications beyond bilateral diplomacy. Any transfer of military equipment, technology or expertise could influence the capabilities of the countries involved, although individual transfers and their effects must be assessed using reliable evidence.

Closer relations with Russia may also provide Pyongyang with additional diplomatic options at a time when negotiations with Washington remain stalled.

However, neither China’s support nor North Korea’s relationship with Russia guarantees that Pyongyang will achieve all its strategic objectives. Both partners have their own national interests, economic priorities and calculations about regional stability.

Could Donald Trump meet Kim Jong Un again?

The possibility of renewed engagement between Kim and Trump has attracted international attention.

The two leaders held three high-profile meetings during Trump’s first presidency, including their June 2019 encounter at the Korean Demilitarized Zone.

Those meetings were historically significant because they brought the leaders of North Korea and the United States into direct discussions after decades of hostility.

However, the diplomatic process did not produce a comprehensive agreement on North Korea’s nuclear programme. The February 2019 Hanoi summit ended without an agreement, leaving major differences over sanctions relief, disarmament and verification unresolved.

In August 2026, Trump indicated an interest in meeting Kim again, according to reporting by international news organisations. Subsequent reporting in October suggested that the possibility remained under discussion, but a confirmed meeting and agreed negotiating framework were not established by the available reports.

Any renewed summit would face several challenges.

Washington would need to determine whether North Korea was prepared to discuss verifiable limits on its nuclear and missile programmes. Pyongyang, meanwhile, has continued to reject denuclearisation as a condition for normalising relations.

The two sides would also need to agree on the scope of negotiations, including sanctions, security guarantees and military activities in the region.

South Korea and Japan would have a significant interest in the outcome because both countries face potential threats from North Korean missiles.

A summit could create an opportunity to reduce tensions, establish communication channels or agree on limited measures to prevent military escalation. But without detailed negotiations and mechanisms to verify commitments, a high-profile meeting alone would not guarantee lasting progress.

Human rights and economic challenges

Kim’s international profile is dominated by military and diplomatic issues, but North Korea’s domestic conditions remain another important area of concern.

The country operates under a highly restrictive political system in which independent political activity, access to uncensored information and freedom of expression are severely limited.

International human rights organisations and United Nations bodies have documented longstanding concerns involving political imprisonment, restrictions on movement, food security and other rights.

North Korean authorities generally reject external criticism of their political system, describing foreign pressure as interference in the country’s internal affairs.

Reliable information about daily life can be difficult to obtain because independent reporting inside the country is severely restricted. Claims about particular incidents, living conditions or government actions should therefore be assessed against credible documentation rather than accepted without scrutiny.

Economic conditions also remain important to understanding the country’s priorities.

North Korea has pursued state-directed industrial development, agricultural production and infrastructure projects while continuing to allocate substantial attention to military capabilities. Its economy has also been affected by international sanctions, restrictions on external trade and the consequences of the COVID-19 period.

China remains a crucial economic partner, while renewed cooperation with Russia has the potential to create additional commercial and strategic opportunities.

Nevertheless, economic cooperation does not automatically translate into improved household welfare. Assessing the effects requires reliable information about production, trade, food availability, employment and access to essential goods.

The balance between defence spending and civilian needs remains an important question for the country’s long-term development.

What Kim Jong Un’s leadership means for global security

Kim’s continued emphasis on nuclear weapons and advanced conventional systems creates a difficult policy challenge for the United States and its allies.

Military deterrence may reduce the likelihood that an adversary attempts a direct attack, but expanding weapons capabilities can also increase the consequences of miscalculation.

The Korean Peninsula remains particularly sensitive because North and South Korea are separated by a heavily militarised border and have not signed a comprehensive peace treaty ending the Korean War. The 1953 armistice halted large-scale fighting but did not establish a formal peace agreement.

Consequently, military incidents, missile tests and hostile public statements can generate uncertainty even when neither side intends to begin a full-scale conflict.

There are also wider implications for global non-proliferation efforts. If North Korea continues improving its ability to deliver nuclear weapons, other governments may reassess their own security arrangements and defence spending.

Diplomacy remains important even when relations are strained. Military-to-military communication, crisis-management channels and verifiable agreements can help reduce the danger of accidental escalation.

Any negotiations, however, would need to address the concerns of the countries directly affected and establish practical mechanisms for monitoring commitments.

Conclusion

Kim Jong Un remains a central figure in international security as North Korea expands its weapons programmes, strengthens selected foreign partnerships and maintains a restrictive domestic political system.

The October 2026 missile demonstrations and reported torpedo test underline Pyongyang’s continued focus on military development. At the same time, the possibility of renewed contact with Donald Trump offers a potential, though uncertain, opening for diplomacy.

The central challenge for the international community is to manage the immediate risks posed by North Korea’s weapons programmes while preserving opportunities for negotiations and reducing the danger of conflict.

Whether Kim chooses further confrontation or a more pragmatic diplomatic approach will have consequences for the Korean Peninsula and the wider international security environment.

For now, the country’s military activities, relationships with China and Russia, and position on nuclear negotiations remain key developments to watch.
