Top Story! Hamis Kiggundu’s ‘Build Uganda’ Vision Puts Local Jobs at the Centre of Investment
Share on FacebookShare on Twitter

By Cybernewsug | News Desk

The Ugandan businessman has promoted domestic investment, construction and agro-processing as ways to create employment and expand the country’s productive capacity, though the scale of the jobs created requires independent verification.

Ugandan businessman Hamis Kiggundu has built his public investment message around a call for Ugandans to develop their own country through local enterprise, productive investment and job creation. Through his Ham Group of Companies, Kiggundu has invested in real estate and infrastructure while promoting agro-processing as a way to create employment and add value to locally produced goods.

The businessman’s “Build Uganda” message centres on the idea that investment should do more than generate private returns: it should also create work, support local suppliers and strengthen the domestic economy. In interviews and published profiles, Kiggundu has argued that Uganda and other African countries should move beyond dependence on imported finished products by investing in production and processing at home.

The message has been associated with projects including the redevelopment of Nakivubo Stadium in Kampala and plans for agro-processing facilities. Kiggundu has also spoken about the potential of agriculture to provide opportunities for young people and raise incomes by connecting farmers to processing and marketing businesses.

However, the full employment impact of these investments is difficult to establish from publicly available reports alone. Figures cited in media profiles and promotional material vary by project and period, and should not be treated as a single independently audited employment total.

#Investment and employment through construction

Kiggundu’s business activities have included commercial property development and large construction projects. One of the most visible is the redevelopment of Nakivubo Stadium, now known as Hamz Stadium, in central Kampala.

The project involved replacing the former stadium with a modern sports facility. In a 2017 report, ChimpReports quoted Kiggundu as saying that the project supported about 4,000 Ugandan workers. The figure was presented as his claim at the time and was not described as an independently verified count.

Construction projects can create jobs for a range of workers, including engineers, builders, electricians, transporters, suppliers and other service providers. Such work can also generate demand for materials and services from local businesses.

The number of people employed may change throughout a project, however. Construction employment is often temporary, while permanent jobs may arise later through the operation and maintenance of a completed facility. A clear assessment therefore requires information on the duration of employment, the type of jobs and the number of workers retained after construction.

Kiggundu’s broader business portfolio has included commercial properties and other developments. His official website describes Ham Group as a business network with interests including real estate and other investment activities.

#Agro-processing as a route to more jobs

Kiggundu has also identified agro-processing as a major part of his investment vision.

In interviews published in 2022, he argued that Uganda could benefit by processing more of its agricultural output domestically rather than exporting raw materials and importing finished products. He described investment in agro-processing as a way to create demand for farmers’ produce, increase value and provide employment opportunities for young Ugandans.

The approach would link agricultural production to industrial activity. Farmers would supply crops, while processors would convert those raw materials into products for domestic, regional or international markets.

Such a model can support employment beyond the factory floor. Depending on the products and scale of operations, agro-processing can create demand for packaging, storage, transport, marketing, machinery maintenance and distribution.

Kiggundu has previously discussed plans to establish multiple agro-processing facilities, including a proposed Ham Agro Hub in Sisa, in central Uganda. A 2022 report described the hub as a pilot project and cited plans for a wider network of processing plants. The published reports did not provide independently audited figures for the number of jobs ultimately created or the current operational status of each proposed facility.

The distinction between announced investment plans and operating projects is important. Employment benefits depend on whether facilities are completed, begin production and maintain commercially sustainable operations.

#Local investment and Uganda’s productive capacity

The “Build Uganda” message reflects a broader economic argument: domestic investment can help a country build productive capacity, retain more value from its resources and create opportunities for its workforce.

Uganda has a substantial agricultural base, and processing local produce can potentially help farmers access larger markets. It can also reduce the distance between raw-material suppliers and manufacturers, although the actual benefits depend on infrastructure, financing, technology, market access and the prices paid to producers.

Kiggundu has argued that Uganda’s natural resources and workforce offer opportunities for investment in production. In published interviews, he has emphasised that the country’s development should involve a collective effort by Ugandans and that local investment can help create employment and contribute to national income.

The idea is not limited to one businessman or company. It is part of a wider debate about how Uganda can expand manufacturing, create more formal jobs and increase the share of economic activity that takes place within the country.

For local investment to translate into broad public benefits, however, projects need to be economically viable and generate sustainable work. Job numbers alone do not show the quality of employment, the level of wages, working conditions or the extent to which local suppliers benefit.

#Employment claims require clear measurement

Public reports have cited different figures for the number of Ugandans employed by Kiggundu’s businesses or projects.

A 2017 ChimpReports article quoted him as saying that about 4,000 Ugandan workers were earning a living from the Nakivubo development project. A 2025 profile published by Salt Media later stated that his business group employed more than 7,000 Ugandans across sectors including real estate, agribusiness and logistics.

These figures refer to different dates and descriptions of employment. The available reports do not establish whether they count permanent staff, temporary construction workers, contractors or people employed indirectly through suppliers.

For that reason, the figures should be understood as reported claims rather than a verified, current headcount. A detailed employment assessment would need to specify the date, companies included, employment categories and method used to calculate the total.

The distinction matters because large infrastructure projects can involve thousands of workers over a period of construction, while the number of permanent employees after completion may be considerably smaller. Indirect employment can also be significant, but it needs to be measured separately to avoid double counting.

#The wider challenge of turning investment into lasting jobs

Uganda’s employment challenge is not only about creating jobs, but also about ensuring that work is productive, stable and accessible to people entering the labour market.

Investment in construction can provide immediate opportunities, especially for workers with practical skills. Industrial and agro-processing projects may offer longer-term employment if they achieve reliable production and maintain access to markets.

Yet businesses face constraints that can affect their ability to expand. These can include the cost of borrowing, access to reliable infrastructure, market competition, the availability of skilled workers and the cost of machinery and inputs.

Kiggundu has previously described agro-processing as requiring substantial capital and long-term financing. In a public statement reproduced on his LinkedIn profile, he said the investment would require significant capital and financing that could be difficult to secure in Uganda.

The observation points to a broader issue for businesses seeking to move from trading or property development into industrial production. Processing facilities often require large upfront investment and may take time to become profitable.

The wider impact of a “Build Uganda” approach therefore depends on both investment and the conditions that allow local businesses to operate sustainably.

#From individual projects to national development

Kiggundu’s projects have attracted public attention because of their size and visibility. The redevelopment of Nakivubo Stadium, commercial property investments and the promotion of agro-processing have all been presented as examples of domestic investment.

The projects also illustrate the different ways investment can affect employment. Construction can generate work during development; completed facilities can support jobs through operation; and industrial projects can create demand for local agricultural products and services.

But these benefits are not automatic. Their scale depends on whether projects are completed, how they are financed, the number of local workers and suppliers involved, and whether the resulting businesses remain viable.

Independent reporting on job creation would benefit from detailed company disclosures, worker records, project updates and information on wages and employment conditions. Such evidence would help establish how many jobs are permanent, how many are temporary and how much employment is generated indirectly.

#Conclusion

Hamis Kiggundu’s “Build Uganda” message places domestic investment and employment at the centre of his public business vision. His reported projects in real estate, infrastructure and agro-processing reflect an argument that Ugandans can contribute to national development by investing in local production and creating work.

The employment figures associated with his businesses and projects are significant claims, but they require careful interpretation. Different reports refer to different periods and may include construction workers, permanent employees or indirect jobs.

The broader question is whether investment can produce lasting and measurable benefits for workers, farmers and local businesses. For Uganda, the value of a “Build Uganda” approach will ultimately be judged not only by the scale of projects, but by the sustainability, quality and reach of the jobs and economic opportunities they create.
