New Chapter, PLU Launches Muhoozi’s 2031 Presidential Bid

KAMPALA — The Patriotic League of Uganda (PLU) has officially launched the 2031 presidential bid of its national chairman, Gen. Muhoozi Kainerugaba, opening an early chapter in the country’s political debate over the leadership that will follow the current electoral cycle.

The announcement was made on Tuesday, September 1, 2026, by David Kabanda, the Executive Secretary in the Office of the PLU National Chairman, who said Gen. Muhoozi had instructed him to communicate his decision to seek the presidency in the 2031 general election.

Gen. Muhoozi, who is currently the Chief of Defence Forces (CDF) and Senior Presidential Adviser on Special Operations, had previously indicated his intention to seek Uganda’s highest political office in 2031.

Addressing PLU leaders, Members of Parliament and supporters, Kabanda said the launch marked the beginning of a nationwide mobilisation and endorsement process for the anticipated presidential bid.

According to Kabanda, the PLU intends to mobilise support for Gen. Muhoozi across the country in the years leading to the next presidential election.

‘The journey has started’

Kabanda said the announcement followed instructions from Gen. Muhoozi, who also chairs the PLU.

“Gen. Muhoozi Kainerugaba has instructed me to inform you that he will be running for the Presidency of Uganda in 2031 and beyond,” Kabanda said during the launch.

The PLU official further said the organisation had begun an endorsement process aimed at demonstrating support for Gen. Muhoozi’s presidential ambitions.

According to reports from the launch, PLU plans to collect endorsements from supporters across the country, with Kabanda saying the organisation was targeting millions of signatures.

The campaign was launched under the theme “Muhoozi Gwe Akimala.”

The development formally places Gen. Muhoozi’s name at the centre of political discussions surrounding Uganda’s future leadership, even as the country remains under the leadership of President Yoweri Kaguta Museveni.

Claim of Museveni’s support

During the announcement, Kabanda said Gen. Muhoozi’s 2031 presidential ambitions had been sanctioned by President Museveni.

Kabanda told the gathering that there was no conflict between Gen. Muhoozi’s political ambitions and President Museveni.

However, the statement about the President’s support was made by Kabanda on behalf of PLU. The announcement itself did not establish whether there has been a formal public declaration by the National Resistance Movement (NRM) regarding its candidate for the 2031 presidential election.

The question of how Gen. Muhoozi’s anticipated candidacy will relate to the NRM’s future electoral arrangements is therefore likely to remain a subject of political debate.

PLU has positioned itself as a civic and political mobilisation movement and has attracted supporters from different parts of the country.

The launch of the endorsement campaign is expected to increase political activity around Gen. Muhoozi’s future ambitions.

From speculation to an announced ambition

Gen. Muhoozi has for years been widely discussed as a possible future presidential candidate.

His political profile has grown significantly through the MK Movement and later the Patriotic League of Uganda.

Before the 2026 general election, sections of his supporters had openly mobilised for his possible candidature. However, he did not contest that election and instead publicly supported President Museveni.

His latest declaration places a specific timeline on his presidential ambition and signals that the political mobilisation surrounding him is likely to intensify in the coming years.

International media and Ugandan news organisations have reported on Gen. Muhoozi’s recent public declaration that he intends to contest for the presidency in 2031.

The September 1 PLU launch now represents a further step, moving the declaration from an individual political statement towards organised mobilisation by his supporters.

Legal questions over military service

Gen. Muhoozi currently serves as Uganda’s Chief of Defence Forces, the highest-ranking position in the Uganda Peoples’ Defence Forces.

His future participation in elective politics would therefore be subject to the legal requirements governing serving military officers.

Under Section 99 of the UPDF Act, a serving officer or militant who wishes to seek political office must first resign or retire from the defence forces in accordance with the applicable regulations.

The issue is likely to feature prominently in discussions about Gen. Muhoozi’s path towards a formal presidential candidature.

At this stage, the PLU announcement concerns his stated intention to seek the presidency in 2031.

Any formal candidature would take place later under the constitutional and electoral processes governing presidential elections in Uganda.

PLU begins mobilisation

Kabanda said the September 1 launch marked the beginning of an organised endorsement process.

PLU officials said they intended to expand mobilisation throughout the country and register supporters backing Gen. Muhoozi’s presidential ambition.

The organisation is seeking to build a broad national support base years before the official campaign period for the 2031 election.

Political observers are likely to closely watch the relationship between PLU and the ruling NRM as preparations for the future political transition develop.

For now, PLU officials insist that Gen. Muhoozi’s presidential ambition should not be interpreted as a conflict with President Museveni.

The ruling NRM has not, through the PLU announcement itself, formally declared its presidential candidate for the 2031 election.

A new phase in Uganda’s political debate

The launch is expected to deepen national discussion about succession and the future direction of Uganda’s leadership.

President Museveni has led Uganda since 1986 and remains one of Africa’s longest-serving leaders.

Gen. Muhoozi’s announcement has therefore attracted significant attention because of his position as both the President’s son and the serving Chief of Defence Forces.

Supporters view his anticipated candidacy as part of a new generation of leadership and political continuity, while critics and political analysts are likely to raise questions about the relationship between military service, political competition and democratic succession.

The 2031 election remains years away, and Uganda’s political parties have yet to complete the processes through which future candidates will be selected.

Nevertheless, Tuesday’s announcement has ensured that Gen. Muhoozi will remain at the centre of the country’s evolving political conversation.

Looking ahead

With PLU now launching an endorsement drive, Gen. Muhoozi’s stated presidential ambition has entered a more organised phase.

The coming years are expected to reveal how PLU’s nationwide mobilisation develops, how the NRM positions itself for the post-2026 political period and whether Gen. Muhoozi will eventually leave military service to pursue elective office.

For now, the message from PLU officials is clear: Gen. Muhoozi’s supporters have begun preparing for a 2031 presidential bid.

The announcement has opened a new chapter in Uganda’s political landscape and is likely to fuel sustained debate about leadership, succession and the country’s political future in the years ahead.
