Ntare School Headteacher Saul Rwampororo Named in Shs110.8 Million Financial Loss Investigation

The Inspectorate of Government says the current headteacher, his predecessor Jimmy Turyagyenda and former typist Peace Kebirungi were arrested over alleged irregular salary, allowance and retirement-benefit payments. Ntare School separately says Rwampororo cooperated with investigators and resumed his duties.

MBARARA, Uganda — October 28, 2026

The Inspectorate of Government (IG) has reported the arrest of Ntare School headteacher Saul Rwampororo, his predecessor Jimmy Turyagyenda and former school typist Peace Kebirungi in connection with an alleged Shs110.88 million financial loss to the Government of Uganda.

The three were reportedly taken into custody on Wednesday after responding to summons at the Inspectorate’s regional office in Mbarara City. The investigation concerns alleged irregular government salary payments, allowances and retirement benefits received by Kebirungi despite claims that she had stopped reporting for work.

According to reports by New Vision and Daily Monitor, the Inspectorate alleges that the payments continued from September 2015 to August 2024 and that the two headteachers failed to ensure the irregularities were reported and corrected.

The alleged financial loss stood at Shs110,877,900 as of February 6, 2026, according to the investigation.

However, a separate statement attributed to Ntare School’s public relations office said Rwampororo met with Inspectorate officials, cooperated with their inquiry and returned to his administrative duties. The conflicting accounts make it important to establish his precise legal status and whether formal charges have been filed before publication.

The allegations remain subject to judicial determination. None of the individuals should be regarded as guilty unless a competent court establishes their guilt.

How the Alleged Shs110.8 Million Loss Occurred

The investigation centres on allegations involving Kebirungi, who previously worked as a typist at Ntare School, a government secondary school in Mbarara City.

According to the Inspectorate’s reported findings, Kebirungi allegedly presented a false university admission letter in October 2015 to obtain study leave with pay.

Investigators allege that she subsequently stopped reporting for duty but continued receiving a government salary for several years.

The Inspectorate says the salary payments continued from September 2015 until August 2024, raising questions about how her employment status was monitored and why the payments were not stopped earlier.

The two headteachers are accused of concealing or failing to report her prolonged absence. Turyagyenda reportedly served as headteacher until his retirement in April 2023, while Rwampororo took over the leadership of the school in 2023.

The investigation seeks to establish the roles each official allegedly played in the continuation of the payments and whether the relevant public-service procedures were followed.

The allegations are not proof of wrongdoing, and the accused individuals have the right to challenge the evidence presented against them.

School Fees Allegedly Used to Pay Allowances

The Inspectorate has also raised concerns about allowances allegedly paid to Kebirungi using funds collected from parents and students.

According to the reports, Turyagyenda and Rwampororo allegedly authorised these payments during the period when Kebirungi was reportedly absent from work.

Investigators claim that the payments created the impression that she remained actively employed and was performing her assigned responsibilities.

The allegations raise questions about the financial controls used to approve allowances and verify whether staff members qualify for payments.

School fees contribute to the running of educational institutions, including meeting administrative and operational expenses. Proper oversight is therefore essential to ensure that such funds are used for authorised purposes.

The available reports do not provide a complete breakdown of the Shs110,877,900 by category. It is consequently not possible to determine from the published information how much was attributable to salaries, school-funded allowances, gratuity or pension payments.

Retirement Benefits Also Under Investigation

The inquiry also examines the processing of Kebirungi’s retirement benefits.

According to the Inspectorate’s reported findings, Kebirungi applied for early retirement from public service in 2023. Rwampororo allegedly forwarded the application despite concerns about her eligibility arising from her prolonged absence from duty.

She subsequently retired in 2024 and reportedly received terminal benefits, including gratuity and monthly pension payments.

Investigators are examining whether the retirement application and associated benefits were processed in accordance with the applicable public-service regulations.

The alleged financial loss of Shs110,877,900 covers the payments identified by the Inspectorate up to February 6, 2026. The figure remains an investigative claim rather than a final court determination.

A full account of the case will depend on the evidence supporting the calculations, the records used to authorise the payments and the responsibilities assigned to the officials involved.

Inspectorate Says Suspects Face Prosecution

In a statement dated October 28, the Inspectorate said the suspects would be presented before the Anti-Corruption Court in Kampala within 48 hours to face prosecution, according to New Vision.

The reported allegations include causing financial loss and abuse of office. Kebirungi is also linked to an allegation concerning the use of a false university admission letter to obtain study leave with pay.

The court process will be important in determining the precise charges, the evidence relied upon by the prosecution and the responses of the accused.

The latest reports reviewed for this article did not establish the outcome of any subsequent court appearance. The formal charges, pleas and current status of the proceedings should therefore be confirmed through official court records.

An arrest or investigation does not establish guilt. The prosecution must prove its case in accordance with the law, while the accused retain their right to a fair hearing.

Ntare School Responds to Reports About Its Headteacher

The reported arrests have also generated conflicting accounts about Rwampororo’s immediate status.

While national media reports described him as having been arrested alongside Turyagyenda and Kebirungi, a separate report published by The Kigezi Guardian said Ntare School confirmed that he had met Inspectorate officials, provided requested information and resumed his administrative duties.

The school statement reportedly urged stakeholders to rely on official communication and avoid spreading unverified information.

The two accounts should not automatically be treated as mutually exclusive: an individual may cooperate with investigators and subsequently return to work, depending on the circumstances. However, the available reporting does not fully clarify the sequence of events or whether Rwampororo remained in custody at any point.

Confirmation from the Inspectorate, the school and, where applicable, the court would help resolve the discrepancy.

The position of Turyagyenda and Kebirungi, including any responses they or their legal representatives may have made to the allegations, should also be established as the case develops.

Background: Ntare School and Public Accountability

Ntare School is a long-established government secondary school in Mbarara City, western Uganda. Its administration involves responsibilities for staff supervision, school finances and the implementation of relevant government education policies.

The allegations have drawn attention to the importance of financial accountability in public educational institutions.

Government payroll systems and school financial procedures are intended to ensure that salaries, allowances and retirement benefits are paid to eligible individuals in accordance with applicable rules.

Where staff members are granted study leave, institutions must maintain accurate records of the terms of that leave and any requirements governing their return to work.

Similarly, payroll changes and retirement applications require verification so that payments reflect an employee’s actual employment status and entitlement.

The case illustrates why these checks matter, although it does not, by itself, establish the extent of any wider institutional failure.

Implications for Government Financial Management

The alleged payments raise broader questions about how prolonged staff absence can be detected and how responsibility is shared between school administrators and other government offices involved in payroll and retirement processing.

Effective oversight depends on reliable attendance records, clear reporting procedures, regular reconciliation of payroll information and appropriate authorisation of expenditure.

Where discrepancies are identified, investigators must establish how they occurred, who was responsible for the relevant decisions and whether public funds were paid contrary to applicable rules.

The case could also draw attention to the need for stronger coordination between public institutions and the offices responsible for salary administration and retirement benefits.

Any recommendations for reform should be guided by verified evidence and the eventual findings of the investigation or court.

For parents and students, the immediate concern is that the school continues to operate effectively while the allegations are addressed through the appropriate legal channels.

What Happens Next?

The next important developments will include confirmation of the suspects’ legal status, the formal charges filed and any court proceedings arising from the Inspectorate’s investigation.

The evidence will need to establish the alleged transactions, the basis for classifying them as irregular and the individual responsibilities of those accused.

Further clarification is also needed on the school’s statement that Rwampororo resumed his duties after meeting investigators.

As the case progresses, updates from the Inspectorate, the Anti-Corruption Court, Ntare School and the accused persons’ representatives will be important for balanced reporting.

Conclusion

The investigation involving Ntare School’s current and former leadership and a former typist has placed the management of public funds under scrutiny over alleged irregular payments totalling Shs110.88 million.

The allegations concern salaries, allowances and retirement benefits that investigators say were paid despite a staff member’s prolonged absence from duty. They also raise questions about payroll oversight, staff supervision and the processing of retirement benefits.

The case must now be assessed through the appropriate investigative and judicial procedures. Its wider significance lies in the need to protect public resources, uphold accountability and ensure that allegations against public officials are handled transparently and fairly.

Until the evidence is tested and the court reaches a determination, the allegations should remain allegations.
