Just In, Nakivubo School Relocation Puts Kampala’s Redevelopment Plans in Focus

Hajji Hassan Bulwadda’s proposed skills centre at Nakivubo and a separate Sh400 billion City Square complex highlight the opportunities and public-interest questions surrounding Kampala’s changing urban landscape.

KAMPALA — Plans to transform the site occupied by Nakivubo Settlement Primary School into a national skills-training centre and shopping complex have brought questions about education, youth employment and urban redevelopment into focus, as businessman Hajji Hassan Bulwadda advances proposals for two major developments in Kampala.

The Nakivubo proposal combines practical skills training with commercial activities, while a separate plan for City Square envisages a large retail and hospitality complex estimated to cost Sh400 billion.

The Nakivubo project has reached a new stage following an inspection by Kampala Minister Minsa Kabanda, Kampala Capital City Authority (KCCA) officials, school administrators and local leaders.

During the visit, officials assessed the school premises and arrangements for relocating pupils. Kabanda directed parents to prepare to transfer their children to Nakivubo Blue Primary School, according to the information provided.

The inspection established that 82 pupils were enrolled at Nakivubo Settlement Primary School, including Primary Seven candidates preparing to complete their primary education.

The proposed redevelopment presents an opportunity to establish a skills-training facility aimed at equipping young people with practical competencies. However, the relocation of pupils and the future of the school site remain important considerations as the project progresses through the relevant government processes.

#Education and redevelopment intersect at Nakivubo

At the centre of the Nakivubo proposal is the intended conversion of the existing school site into a national skilling centre alongside a shopping complex.

The concept places vocational training and commercial development within the same proposed project, reflecting a broader approach in which urban property is expected to accommodate both economic activity and skills development.

Practical skills training can help young people prepare for employment and self-employment in sectors that require technical knowledge and hands-on experience. Depending on the programmes eventually offered, a centre of this kind could potentially support skills acquisition linked to construction, hospitality, retail and other commercial activities.

However, the available information does not specify which courses would be offered, the institution responsible for accreditation, the expected number of trainees or the project’s implementation schedule.

Those details will be important in determining how the proposed facility would operate and whether it can meet the needs of young people seeking marketable skills.

The school relocation is another central issue. With 82 pupils reportedly enrolled, the transition requires clear arrangements for continuity of learning, particularly for candidates preparing for Primary Seven examinations.

Parents and school administrators will need reliable information about where pupils will study, when the transfer will take place and how teaching and examination preparation will be maintained.

The direction to prepare for relocation does not, by itself, establish that all pupils have already transferred or that construction of the proposed skills centre has begun.

The next steps will therefore determine how the redevelopment proposal affects the current learners and how quickly the planned training facility could become operational.

#Public interest in the use of urban land

The Nakivubo proposal also raises wider questions about how land in central Kampala is allocated and redeveloped.

Urban land is under growing pressure from commercial investment, public infrastructure needs, housing and the provision of essential services. Redevelopment can bring new facilities and economic opportunities, but it can also disrupt existing activities and communities if transitions are not carefully managed.

In the case of Nakivubo, the key public-interest considerations include the future of the school site, the educational needs of affected pupils, the legal status of the proposed development and the arrangements for establishing the training centre.

The project’s wider benefits will depend not only on the proposed buildings but also on how the facility is financed, managed and made accessible to its intended beneficiaries.

A skills centre would need qualified instructors, appropriate equipment, recognised programmes and sustainable operating arrangements. A shopping complex would require its own commercial management and compliance with relevant planning and building requirements.

The supplied information does not establish whether all the necessary approvals have been secured or when construction is expected to begin.

#City Square plan adds another dimension

Bulwadda’s separate City Square proposal gives a further indication of the scale of his ambitions in Kampala’s property sector.

The businessman is seeking to invest an estimated Sh400 billion, equivalent to about $125 million, in a redevelopment featuring two major buildings, approximately 3,500 shops and a 250-room hotel.

The proposed design also includes public amenities such as toilets, Wi-Fi access, banking facilities, resting areas, water fountains and landscaped green spaces.

Solar energy and greenery within the buildings also feature in the concept, alongside a proposed tourism exhibition facility.

According to the proposal, young entrepreneurs would receive priority for some of the commercial spaces, potentially creating opportunities for emerging businesses if the plan is approved and implemented as described.

The combination of retail outlets, hospitality facilities and public amenities would be intended to create a major commercial destination in central Kampala.

However, the projected investment, number of shops and other design features remain elements of the proposal rather than evidence that the facilities have been constructed or are ready for use.

The project’s eventual scale will depend on government decisions, planning requirements, financing and the resolution of any outstanding legal or administrative questions.

## City Square debate extends beyond investment

The proposed redevelopment of City Square has attracted attention because the site occupies a prominent position in the capital and is associated with public use.

Plans to introduce a large commercial complex therefore involve questions beyond the anticipated value of the investment.

Authorities and other stakeholders must consider how the proposal fits within Kampala’s urban planning framework, how public access would be maintained and what arrangements would govern the use of the land.

The design presented by Bulwadda includes amenities intended to serve members of the public, but the details of access, management and long-term maintenance would be important in assessing the extent of those benefits.

The estimated Sh400 billion investment also requires careful distinction between a proposed project value and confirmed expenditure. The information provided does not include independently verified financing commitments, a construction timetable or confirmation of final approval.

These considerations are significant because large urban developments can affect traffic, pedestrian movement, surrounding businesses and the use of public spaces.

The final outcome will depend on the decisions made by the relevant authorities and the conditions attached to any approval.

## Two projects, different development priorities

Although the Nakivubo and City Square proposals differ in purpose, both combine commercial property development with additional functions.

At Nakivubo, the principal stated objective is to establish a skills-training centre alongside retail activity. At City Square, the concept focuses on shopping, hospitality, tourism and public amenities.

Together, the proposals illustrate how private investment can intersect with public policy priorities, including youth employment, urban renewal and the management of central-city land.

But the two projects also demonstrate why announcements need to be assessed against their implementation progress.

For Nakivubo, the immediate issues concern the school relocation, the future of the site and the processes required to establish the proposed centre.

For City Square, the central questions concern approval, financing, land-use arrangements and whether the proposed commercial and public facilities can be delivered as presented.

In both cases, the social and economic benefits will depend on what is ultimately built, who can access the facilities and how the developments are managed over time.

## What happens next?

The Nakivubo project’s progress will depend partly on the arrangements made for the 82 pupils and the formal decisions governing the proposed redevelopment.

Parents need clarity about the relocation process, while the public will need further information about the skills centre’s curriculum, accreditation, funding and expected opening date.

At City Square, the proposal remains subject to the government’s evaluation and any applicable planning and legal processes.

The estimated Sh400 billion investment and the proposed scale of the complex have made it a significant development proposal, but the design and projected cost should not be confused with a completed or fully approved project.

For Kampala, the two plans raise a broader question about how redevelopment can support commercial growth while protecting public interests and ensuring that promised social benefits are delivered.

The ultimate test will be whether the proposals move beyond plans to produce facilities that are legally approved, financially sustainable and beneficial to the people they are intended to serve.
