Breaking: 73 Lubiri High School Students Escape Bus Accident After Public Intervention in Rubaga

Police say the bus was carrying six students above its stated capacity and had several missing or expired safety requirements.

KAMPALA-Seventy-three students of Lubiri High School narrowly escaped a potentially serious road accident after members of the public intervened when the bus they were travelling in reportedly lost control near Cornerstone Plaza in Rubaga, Kampala.

The students were travelling aboard bus registration number UAQ 079W, belonging to Jeju Express Bus Company, for a study tour at the Uganda Manufacturers Association (UMA) exhibition grounds in Lugogo when the incident occurred.

According to information released by police, the bus developed a problem while on the road, prompting the conductor to alert members of the public. Community members reportedly joined efforts to bring the vehicle to a stop by placing or throwing stones under its wheels.

No injuries were reported among the students, conductor, driver or other people aboard the bus.

Police, however, said its response uncovered several concerns relating to the bus and the organisation of the school trip.

Police identify multiple safety concerns

After arriving at the scene, police established that the bus was carrying 73 students, despite having a stated capacity of 67 passengers.

Police also reported that the vehicle had an expired Public Service Vehicle (PSV) licence.

In addition, authorities said the bus did not have clearance from the Ministry of Education and Sports for the school trip, lacked third-party insurance, and had not been inspected by the Ministry of Works and Transport.

The findings raise questions about the checks carried out before the students were allowed to board the vehicle for the educational excursion.

School trips are a common part of education in Uganda, allowing learners to visit institutions, industries, exhibitions and other sites outside their schools. However, the transportation of large numbers of students places particular responsibility on schools, vehicle operators and supervising adults to ensure that buses are roadworthy and properly licensed.

In this case, the reported absence or expiry of several requirements has prompted police investigations.

Driver, conductor and patron detained

Police said the driver, conductor and school trip patron were detained to assist with investigations into the circumstances surrounding the incident.

Investigators were also obtaining a statement from the school’s head teacher as part of efforts to establish how the trip was organised and whether the necessary requirements had been fulfilled before the students left the school.

The detention does not, by itself, establish criminal responsibility. Investigators are expected to establish the circumstances surrounding the vehicle’s condition, the school’s arrangements and the responsibilities of the different parties involved.

The cause of the reported loss of control had not been conclusively established in the information available.

Police therefore cautioned against drawing conclusions about whether the incident resulted from mechanical failure, driver error, road conditions or another factor until investigations are completed.

Public intervention prevented possible tragedy

The incident also highlighted the role played by members of the public who responded when they realised that the bus was in difficulty.

According to the account released by police, the conductor alerted people around Cornerstone Plaza, after which members of the community helped bring the bus to a stop.

The reported intervention is significant because the vehicle was carrying dozens of students at the time.

Had the bus continued moving without control, the consequences could have been much more serious. However, no injuries were reported, meaning the immediate intervention helped prevent the incident from becoming a major casualty event.

Police commended the members of the public who responded.

The episode also demonstrates the importance of quick action during emergencies, particularly in busy urban areas where a vehicle carrying schoolchildren can pose risks not only to passengers but also to pedestrians, motorists and other road users.

School transport safety under scrutiny

The incident comes with renewed attention on the responsibilities of schools when organising educational trips.

School authorities have a duty to consider more than the destination and educational value of a trip. Transport arrangements are equally important, particularly when minors are being moved in large numbers.

A school trip typically involves several layers of responsibility, including the school administration, parents or guardians, trip supervisors, the transport company and the driver.

The vehicle itself must also meet applicable road safety and licensing requirements.

In the Lubiri incident, police said several of these requirements were either missing, expired or not fulfilled.

The reported difference between the bus’s capacity and the number of students aboard is another issue investigators will need to examine.

According to police, the vehicle was designed to carry 67 passengers but had 73 students on board. That represents six passengers above the stated capacity.

Although no injuries were recorded in this incident, overcrowding can complicate emergency evacuation and may increase risks during sudden braking, collisions or vehicle instability.

Importance of PSV licensing and inspection

The reported expired PSV licence is another significant issue because public-service vehicles are subject to regulatory requirements intended to ensure that vehicles used to transport passengers meet prescribed standards.

Vehicle inspection is similarly important because it can identify mechanical or structural defects before a vehicle is placed on the road.

Police said the bus had not been inspected by the Ministry of Works and Transport.

The precise mechanical condition of the vehicle at the time of the incident will need to be established through the ongoing investigation rather than inferred from the reported licensing and inspection status.

An expired licence does not, on its own, prove that a vehicle caused an accident. However, it indicates that the vehicle was reportedly operating without one of the requirements authorities expect public-service transport operators to maintain.

Insurance and education clearance

Police also reported that the bus did not have third-party insurance.

Third-party motor insurance is intended to provide compensation for specified liabilities arising from road traffic incidents. Its absence can create additional difficulties for victims and other parties if an accident occurs.

Police further said the trip did not have clearance from the Ministry of Education and Sports.

The clearance requirement is intended to ensure that schools organising trips meet relevant administrative and safety conditions before students travel.

The reported lack of clearance is therefore likely to form part of the investigation into how the Lubiri trip was planned and authorised.

Authorities will need to establish who was responsible for obtaining the required documentation and whether any checks were carried out before the bus departed.

Police caution schools

Police used the incident to issue a broader warning to schools across Uganda.

Authorities urged school administrators to comply with all requirements governing school trips and student transportation, regardless of whether the journey is short or long.

The warning is particularly relevant because schools may sometimes consider nearby destinations less risky than long-distance travel.

However, road crashes can occur on any journey, including short trips within Kampala.

A short distance does not eliminate the need for a roadworthy vehicle, a properly licensed driver, valid insurance, appropriate passenger capacity and adequate supervision.

The incident involving the Lubiri students illustrates why safety requirements are designed to apply before a journey begins rather than after something goes wrong.

No injuries reported, but investigation continues

The immediate outcome of the incident was positive: all 73 students reportedly survived without injury.

However, the absence of injuries should not obscure the safety questions raised by the incident.

Police are now expected to establish why the bus reportedly lost control, whether the vehicle was mechanically sound, why it was operating with an expired PSV licence, why it had not undergone the reported inspection, and how the six additional students came to be aboard.

Investigators may also examine the roles of the transport company, the school administration and those responsible for supervising the trip.

The statements from the driver, conductor, patron and head teacher could help authorities reconstruct what happened before, during and after the incident.

Broader lessons for schools and parents

The incident provides a broader reminder that school-trip safety requires cooperation between institutions, transport operators and parents.

Schools organising excursions should verify the status of vehicles and drivers before departure, ensure that passenger numbers correspond with the vehicle’s approved capacity and confirm that required regulatory documentation is in place.

Parents and guardians can also play an important role by asking schools about transport arrangements, supervision and emergency procedures before students leave for trips.

Transport companies, meanwhile, have a responsibility to ensure that vehicles used to carry students are properly maintained and compliant with applicable regulations.

For students, teachers and parents, the most important lesson is that preventive safety measures are far preferable to emergency intervention after a problem has already developed.

Public vigilance can make a difference

The actions of the people around Cornerstone Plaza demonstrate another important aspect of road safety: members of the public can sometimes make a critical difference during an emergency.

The conductor’s decision to alert people nearby reportedly enabled community members to respond quickly and help stop the bus.

While members of the public should avoid putting themselves in unnecessary danger during road emergencies, prompt reporting and appropriate assistance can help reduce the severity of incidents.

In this case, the intervention was followed by a police response and an investigation into the circumstances surrounding the journey.

Conclusion

The safe outcome of the Lubiri High School bus incident is a relief, but the reported regulatory breaches provide a serious reminder about the importance of safety in school transportation.

Seventy-three students were travelling in a bus police said had a capacity of 67, while authorities also reported an expired PSV licence, lack of third-party insurance, absence of Ministry of Education and Sports clearance and failure to undergo the reported Ministry of Works and Transport inspection.

No injuries were reported, and members of the public played a crucial role in helping bring the bus to a stop.

The investigation will determine the precise circumstances of the incident and whether any laws or regulations were breached.

For schools across Uganda, however, the central lesson is immediate: student safety must come before convenience, cost or the length of a journey.

The details concerning the bus’s condition, the cause of the reported loss of control and any potential liability remain subject to police investigation. No person should be considered responsible for an offence unless established through the appropriate legal process.
