In Mayuge District, a group of determined fish farmers is proving that collective investment can be a powerful pathway to economic transformation.
Members of the Kitumbezi Cage Fish Farmers’ Association in Bugoto Parish, Bukabooli Sub-county, have successfully built a thriving aquaculture enterprise after pooling resources received under the Parish Development Model (PDM).

The association, led by Mr. Mumbya Issa, consists of 80 members, including 25 direct PDM beneficiaries. Instead of investing individually, the beneficiaries made a strategic decision to combine their funds, raising a total of UGX 25 million for a joint cage fish farming project on Lake Victoria.

The funds were invested in fish cages, fingerlings, and fish feeds, laying the foundation for a commercial fish production venture. Through coordinated management and teamwork, the project has steadily expanded and is now generating income for participating households.
According to Mr. Issa, the group’s success stems from their decision to work together and pursue a shared vision.
“By combining our resources, we were able to undertake a larger investment, reduce operational costs, and benefit from shared knowledge and experience. This has improved our productivity and earnings,” he said.
The enterprise has become a source of livelihood for many families, demonstrating how community-driven investments can create sustainable income opportunities and strengthen household resilience.
Encouraged by their achievements, the farmers are seeking additional government support to expand their operations, increase fish production, and create more employment opportunities, particularly for young people in the community.
Their story stands as a testament to the impact of collective investment under the Parish Development Model, showcasing how communities can leverage government support to build successful enterprises, create wealth, and drive local economic development.
As the PDM continues to reach more Ugandans, the experience of the Kitumbezi Cage Fish Farmers’ Association offers a compelling example of how unity, innovation, and strategic investment can transform lives and communities.
