A routine monitoring exercise under the Parish Development Model (PDM) has uncovered alleged beneficiary registration irregularities in Kiko Cell, Kiko Ward, Kiko Town Council, Burahya County, Kabarole District, prompting calls for an investigation and tighter verification measures.
The findings emerged during a field inspection conducted on June 28, 2026, by ONC Tooro Regional Coordinator Ms. Nabaasa Babrah and Bazzukulu Coordinator Mr. Twikirize Samuel.

According to the monitoring report, a visit to a registered PDM beneficiary, Mr. Yoweri Mwesige, found that he had no project, assets or income-generating activity corresponding to the funds reportedly allocated under his name.
Mr. Mwesige reportedly told the monitoring team that he had not knowingly participated in the programme and alleged that his personal details were used without his consent. He further claimed he received UGX 50,000 after being approached by Ms. Keviiva, who allegedly used his identity to access an additional PDM grant while also benefiting from another allocation registered in her own name.
The report states that when confronted, Ms. Keviiva acknowledged the alleged irregularities and expressed willingness to refund both the funds received in her name and those allegedly obtained using Mr. Mwesige’s identity.
The monitoring team warned that, if confirmed, such practices could undermine the objectives of the Parish Development Model by diverting funds from eligible beneficiaries, compromising programme accountability and exposing government institutions to audit concerns.
To safeguard the integrity of the programme, the team recommended suspending any further disbursements linked to the two beneficiary records pending verification, recovering the alleged misappropriated funds, and opening a formal investigation involving the PDM Secretariat, the Resident District Commissioner’s office and, where necessary, the police.
The team also called for strengthened beneficiary verification procedures and continuous sensitization of local coordinators to prevent similar cases and ensure public resources reach their intended recipients.
