KAMPALA** — Leader of the Opposition in Parliament Joel Ssenyonyi has called on President Yoweri Museveni to ensure that security agencies operate within the law and respect the constitutional rights of all Ugandans, saying this would be a fitting way to honour the legacy of the late Rt. Hon. Gen. (Rtd) Moses Ali.
Ssenyonyi made the remarks during a special sitting of Parliament convened to pay tribute to the former First Deputy Prime Minister, which was attended by President Museveni, Members of Parliament and other senior government officials.

Welcoming the President to the House, Ssenyonyi appealed to him, in his capacity as Commander-in-Chief of the Uganda People’s Defence Forces, to address concerns over alleged abductions, unlawful detention and other reported violations of citizens’ rights.
He said Gen. Moses Ali’s legacy should not only be celebrated through tributes but also by strengthening the rule of law and safeguarding the freedoms guaranteed under the Constitution.
Ssenyonyi expressed concern over reports that some individuals are allegedly arrested by security agencies and held for extended periods without being granted access to their families, legal representation or the courts.
He emphasised that the Constitution requires suspects to be processed through lawful procedures, including being produced before a competent court within the stipulated 48-hour period.
The Opposition leader’s remarks come amid continued concerns raised by opposition politicians, particularly the National Unity Platform (NUP), regarding the alleged disappearance and detention of some of their supporters. Government has previously maintained that security agencies operate within the law and that individuals arrested are handled in accordance with the country’s legal framework.
Ssenyonyi also paid tribute to the late Gen. Moses Ali, describing him as a statesman whose life was marked by reconciliation, patriotism and dedicated public service.
He said the late former First Deputy Prime Minister made a significant contribution to national unity and remained committed to serving Uganda despite the country’s political differences.
