Shocking! PLE Candidate Dies in Lira Motorcycle Crash on Examination Day

By Cybernewsug | News Desk

Three pupils from Begomery Primary School were travelling to Ober Primary School to sit their PLE papers when their motorcycle reportedly veered off the road into a trench.

A Primary Seven candidate has died after a motorcycle carrying three pupils to their Primary Leaving Examinations (PLE) was involved in a road crash in Barr Sub-county, Lira District, on Tuesday morning, November 3, 2026. The pupils were travelling from Begomery Primary School to Ober Primary School, where they were scheduled to sit their examinations, when the motorcycle reportedly went off the road and into a trench after a vehicle forced it aside.

The deceased has been identified as Joshua Okwir Kaka. He sustained serious injuries and was rushed to the emergency unit at Lira Regional Referral Hospital, where he later died, according to Lira District Inspector of Schools Patrick Olwit, who confirmed the incident.

Two other candidates, Ogwang Joshua Oyugi and Kizito Elwa, were also injured in the crash. The incident disrupted the pupils’ journey to the examination centre on a day when thousands of learners across Uganda were beginning their final primary school examinations.

#Two other candidates injured

Olwit said Oyugi sustained injuries to the head and shoulders and was receiving treatment at Rapha Medical Clinic in Barr.

Elwa reportedly sustained minor injuries and returned to school to sit his examinations.

The pupils were among candidates expected to begin their PLE papers on Tuesday morning. The crash happened while they were travelling to Ober Primary School, which was to serve as their examination centre.

According to the account provided by the district education official, a vehicle reportedly forced the motorcycle off the road, causing it to enter a trench. The identity of the vehicle and its driver, as well as whether any action had been taken against them, were not provided.

The circumstances surrounding the collision had not been independently established at the time of publication. Further information from police or other investigating authorities would be needed to clarify how the crash occurred.

#Education official raises road safety concerns

Olwit attributed the incident to the poor condition of the road and what he described as parental negligence.

His remarks highlight concerns about the safety of pupils travelling to examination centres, particularly where candidates rely on motorcycles and must use roads that may be in poor condition.

However, the available information does not establish the specific road conditions at the scene or whether the pupils’ transport arrangements breached any safety requirements. The official’s comments should therefore be understood as his assessment of the incident rather than a conclusion from a completed investigation.

The crash also raises questions about how candidates are transported to examination centres, especially when several children share a motorcycle. The number of passengers, use of helmets and other details about the motorcycle were not provided in the account.

Road safety experts generally advise that motorcycles should not carry more passengers than permitted and that riders and passengers should use appropriate protective equipment. In this incident, however, the specific safety arrangements and the role they may have played remain unconfirmed.

#Examinations continue despite isolated incidents

Olwit said the PLE examinations had started and were progressing well across the district, with only minor challenges reported.

He also disclosed that a candidate at another examination centre reportedly collapsed in the examination room. The pupil was said to have a heart condition.

According to Olwit, the candidate received first aid and was able to continue writing the examination. The pupil’s identity, the examination centre and further details about the medical incident were not provided.

The two incidents—one involving a fatal road crash and the other a medical emergency—underscored the need for examination centres and education authorities to be prepared to respond to unexpected emergencies during the national assessment period.

The information available does not indicate that the incidents caused a wider disruption to the examination timetable in Lira District.

#More than 90,000 candidates registered nationwide

More than 90,000 pupils registered to sit this year’s PLE at 16,478 examination centres across Uganda, according to the figures provided.

The examinations began on Tuesday morning, with candidates sitting Mathematics as the first paper.

PLE is a key national assessment for pupils completing primary education. Results help determine progression to secondary school and other post-primary education pathways.

For candidates, families and schools, the examination period is often a significant milestone after years of primary education. The death of a candidate on the opening day is therefore a serious loss for the pupil’s family, school community and fellow learners.

The crash also illustrates how challenges beyond the examination room—including transport, road conditions and access to medical care—can affect learners’ ability to participate safely in national assessments.

#Transport to examination centres remains a concern

The incident in Barr Sub-county draws attention to the practical challenges faced by pupils who must travel to examination centres away from their schools or homes.

In some communities, motorcycles are a common means of transport because they can reach areas where larger vehicles may be less accessible. But transporting children on motorcycles can expose them to risks, particularly where roads are damaged, traffic is mixed or safety precautions are inadequate.

The account of Tuesday’s crash does not provide enough information to determine whether the journey could have been organised differently or whether the road’s condition was the decisive factor. Those questions require further investigation and a fuller account of the circumstances.

The incident nevertheless raises the importance of planning safe transport for candidates during national examinations. Schools, parents and local authorities may need to consider the distance to examination centres, the condition of access roads and the safety of transport arrangements when preparing pupils for examination days.

Any response should be based on verified information about the crash and should avoid placing blame on individuals before the facts are established.

#Investigation details remain unclear

The available information confirms that the motorcycle crash resulted in one candidate’s death and injuries to two others. It also identifies the examination route and the official who confirmed the incident.

However, several details remain unconfirmed, including the identity of the vehicle reportedly involved, whether the driver stopped after the collision, the exact location of the crash and whether police had opened an investigation.

No direct statement from police, the vehicle’s driver or the families of the affected pupils was included in the information provided. Their accounts, alongside any findings from investigators, would help establish a more complete picture of the incident.

The cause of the crash should not be treated as conclusively determined until the relevant authorities have completed their inquiries.

#Conclusion

The death of Joshua Okwir Kaka on the opening day of the PLE has cast a shadow over the examination period in Lira District. Two other candidates were injured, while education officials said the examinations continued with only minor challenges reported.

The incident highlights the importance of safe travel for pupils attending examination centres, particularly in areas where road conditions and transport options may present difficulties. It also underlines the need for clear, verified information as authorities establish the circumstances of the crash.

As the national examinations continue, the immediate priority remains the welfare of candidates and the safe conduct of the assessment process. Further details from police and education authorities are needed to clarify how the crash happened and what measures may be taken to prevent similar incidents.
