A witness has alleged that a group of opposition-linked individuals discussed a proposal involving the overthrow of the Ugandan government in exchange for a range of political and commercial concessions.
According to the account, the witness was introduced to Mr. Wakayima and later informed him and Dr. Kizza Besigye that he was a security and tactical trainer working with a company linked to the Kurdish government. The witness claims he presented a proposal under which external actors would support an operation aimed at removing the government from power.
In return, the proposed arrangement allegedly sought access to Uganda’s banking sector for money-laundering activities, special visa arrangements for Kurdish businessmen and politicians, business licences, use of airfields for the movement of illicit goods, including drugs, and safe haven status for Kurdish fugitives.
The witness further alleges that specific facilities were identified as potential targets for attack by one of Mr. Wakayima’s associates, Frank Mulira, described as a former aide-de-camp to the late Dr. Andrew Kiyingi.
As evidence, the witness says investigators were provided with screenshots of WhatsApp and Telegram conversations allegedly exchanged with Mr. Wakayima. The witness claims the messages indicated that Dr. Besigye was aware of the discussions.
In addition, investigators reportedly received a copy of a Netherlands residence permit belonging to Frank Atukunda Kihehere, which was submitted in digital format as part of the investigation.
The allegations form part of a broader inquiry into claims of discussions surrounding political change, foreign involvement, and potential security threats. The individuals named have previously denied wrongdoing, and the claims remain subject to investigation
and verification.
